Job Summary

The Vice President for Marketing and Communication is an executive level position that reports to the President / Chief Executive Officer. Responsible for leading Capital Metro’s marketing efforts, including media relations, corporate reputation management, corporate and major employer outreach, employee communications, communications and community development, community relations, and crisis management communications. Marketing and Communications departments will report to this position. This position will develop, shape and disseminate the agency’s messages to a variety of audiences using different approaches. Partner with other senior management team members to coordinate communications to a wide range of stakeholders. Stakeholders include but are not limited to customers, employees, media, business community groups, elected officials, and the general public. The ideal candidate will possess the high-energy level and dedication necessary to make a difference and to lead strategic efforts to increase the value to the community we serve.

Primary Responsibilities

· Provide leadership, oversight and coordination resulting in a comprehensive communications, marketing, public relations and promotions strategy that includes all internal and external stakeholders.

· Develop, lead the implementation of, and provides oversight for an annual marketing plan that reflects the immediate and long-term strategic plans and goals of the agency and its evolving vision as a regional transportation provider, mobility manager and key player in the growth and development of Central Texas.

· Develop efforts for strategic marketing position of Capital Metro’s image and brand.

· Develop and leads efforts to increase the public and community support for public transportation and working to meet the growing demand and diversity of regional mobility needs.

· Responsible for the development of market research, focus groups, and multi-media campaigns

· Develop efforts for increasing ridership and shaping community image through marketing.

· Work closely with the President/CEO, Board of Directors, other staff in communicating priorities, positions, and values with the goal of supporting and enhancing authority’s mission and vision.

· Oversee all marketing initiatives and activities of the authority.

· Oversee Capital Metro’s primary news media contact and agency spokesperson; ensures staff is available for around-the-clock media availability for effective communications.

· Counsel and communicate with Board of Directors and senior level management on policy, media relations and agency concerns.

· Direct the production of reports, articles, news releases, editorials, speeches, talking points, and fact sheets as required.

· Develop and implement strategies to effectively utilize technology for communications to internal and external customers such as the company website and social networking.

· Direct the production of internal communications programs to inform employees, including vendors and contract employees who comprise the Capital Metro family, about new developments, news, employee program, key issues, and strategic initiatives.

· Develop and oversee strategies for partnering with private entities and other stakeholders to accomplish Capital Metro’s strategic goals.

· Develop, submit for approval, and monitor department budget.

· Compliance with records management standards and company policy.

· Oversee the selection and management of public relations and media consultant contracts.

· Responsible for ensuring departmental compliance with the agency’s Emergency Response Plan.

· Ensure a positive safety culture is maintained by supporting the health, safety and security of employees with the department.

· Perform other duties as required and/or assigned.

RESPONSIBILITIESSUPERVISOR AND/OR LEADERSHIP EXERCISED:

Manages department personnel by planning, scheduling, delegating and overseeing employee work assignments, authorizing, coordinating, and scheduling work with vendors and consultants, conducting personnel actions, including, hiring and interviewing, and overseeing hiring, training, work assignments, and performance evaluations.

Minimum Qualifications-Education and Experience

· Bachelor’s degree in Business, Communications, Liberal Arts, Public Administration, Public Relations, Marketing, or related field. Relevant experience may substitute for degree.

· Masters or advanced degree preferred.

· Eight (8) years of progressively responsible experience in marketing, public relations and communication.

· Five (5) years in an executive level position directing marketing, communications, and public relations.

Minimum Qualifications-Knowledge, Skills and Abilities

· Advanced business writing skills, excellent verbal skills, and ability to develop and deliver strategically targeted messages.

· Must have diplomacy in working with multiple and diverse audiences including boards of directors, all levels of employees, the public and the media.

· Team management skills to fully leverage talents of diverse people working together, and conflict management to deal with complex or sensitive situations and ensure the positive image of Capital Metro.

· Strong business knowledge or advanced understanding of the transit industry, and support of business objectives by developing integrated communication strategies and tactics.

· Ability to effectively communicate in writing including the development of reports, presentations, press releases, and correspondence on behalf of the Board of Directors, the President/CEO, and Capital Metro organization.

· High level of analytical and creative skills and the ability to find solutions to complex interpersonal, professional technical and administrative problems.

· Advanced interpersonal skills and the ability to effectively interact with all levels of employees, media representatives, the Capital Metro Board of Directors, the public and all parties, both inside and outside of Capital Metro in a diverse socio-economic and cultural environment.

· Ability to effectively work as a team player. A self-starter responsive to organizational needs, committed to excellence and continual employee development.

· Ability to comprehend complex materials such as technical reports and articles and to concentrate on details when coordinating activities, preparing speeches and articles or when developing media communications.

· Demonstrated ability to work effectively with federal agencies and policymakers.

Salary Range $127,826 to $166,174/YR
