The Project Manager, Transit Speed and Reliability works in close coordination with the Austin Transportation Department and other entities to plan, design and advance to implementation a wide range of projects and programs to maintain and improve transit speed and reliability.

• Work closely with Austin Transportation Department staff to plan, design and develop transit speed and reliability projects and programs, including but not limited to queue jumps, transit signal priority, bus stop placement optimization, level or near-level boarding, off-board fare collection, transit priority lanes, dedicated bus lanes and running ways.
• Establish and maintain detailed understanding of transit and traffic/transportation engineering practices and protocols used by Austin Transportation Department and other jurisdictions where Capital Metro operates service.
• Develop detailed plans and conceptual engineering documents to demonstrate cost/benefit and return on investment for transit speed and reliability projects and programs.
• Prepares and checks detail plans, design calculations, cost estimations and recommendations prepared by engineers for completeness, mathematical accuracy and conformity to engineering practices and standards.
• Estimates cost of projects and writes contracts and specifications for labor, materials and equipment.
• Compiles and analyzes engineering data and prepares conclusions and recommendations.
• Develop clear and compelling business cases that effectively build support and approval for funding and implementing transit speed and reliability projects and programs.
• Prepares tasks orders for and provides management and oversight of consultants assisting with transit speed and reliability projects and programs.
• Serve as the principal point of contact, both internally and externally, for transit speed and reliability projects and programs.
• Establish and maintain close working relationships with Austin Transportation Department staff assigned to the Transit Speed and Reliability program.
• Monitor efforts of peer transit systems and others to identify best practices and lessons learned regarding transit speed and reliability projects and programs. Disseminate information to Capital Metro, Austin Transportation Department and other partners and stakeholders.
• Manage transit speed and reliability projects and programs, including maintaining project schedules, budgets, and tracking and reporting progress.
• Provide periodic updates on transit speed and reliability projects and programs to internal and external stakeholders, including senior staff and the Board of Directors.
• Monitor and research in coordination with Government Relations & Compliance Manager, the availability of government grants that would bring potential funds for transit speed and reliability projects and programs.
• Respond to requests for transit speed and reliability projects and programs related information from internal and external affiliates, stakeholders, elected officials, community based organizations or nonprofit groups.
• Promote accurate and positive communications about transit speed and reliability projects and programs, and increase awareness and support for transit among customers and communities, civic, and nonprofit organizations, businesses, public bodies, and elected officials and staff at all levels of government.
• Ensure that stakeholders and elected officials have the opportunity to provide input to transit speed and reliability projects and programs prior to key milestone decisions being made.
• Participate in meetings and public speaking events.
• Perform other duties as required and/or assigned.

• Bachelor’s degree in Business Administration, Government, Engineering, Planning, Public Relations or related field. Master’s degree in Transportation Planning or Engineering preferred. Related experience may substitute for educational requirements on a year for year basis up to four (4) years.
• Five (5) years of progressively responsible experience in transportation planning or engineering.
• Direct experience presenting to public groups and governing boards.
• Experience using Microsoft Office Applications, database, and other software.

• Expert ability to research, evaluate and interpret complex information.
• Advanced interpersonal skills and the ability to effectively interact with all levels of employees, media representatives, the Capital Metro Board of Directors, the public and all parties, both inside and outside of Capital Metro in a diverse socio-economic and cultural environment.
• High-level analytical and creative experience to find solutions to complex problems.
• Excellent oral, written and interpersonal communication skills, able to present images and ideas in a clear, concise, organized and interesting manner to optimize audience understanding and keep the group focused.

• Knowledge of engineering principles and practices used in the location design, construction and maintenance of all types of transit speed and reliability projects and programs.
• Knowledge of intelligent transportation and traffic management systems technology and applications.

• Ability to read and interpret engineering plans, specifications and technical reports.
• Extensive knowledge of project management practices and methods.
